I'm using the xterm that came with XFree86-3.3.6-4mdk
I'm running 7.0 with kernel 2.2.16-mdksecure and I have added all of the
relevant updates.

It's not specific to xterm though - here's what happens if I use perl.

[tony@blast tony]$ perl
perl: warning: Setting locale failed.
perl: warning: Please check that your locale settings:
        LANGUAGE = "en",
        LC_ALL = "en_GB",
        LANG = "en"
    are supported and installed on your system.
perl: warning: Falling back to the standard locale ("C").
