Unfortunately this does have it's pros and cons.  There can be many
innocent people who use those same relays, and the rbl (Relay Black
List) blocks the lot, period.

Having said that, if the system is configured to send a 'stock' reply to
the sender, explaining that they are on rbl, then at least they then
have the option of moving to a more reputable network...
