ostilitatea Angliei si Austro-Ungariei. Romania era  la randul sau  nemuitumita 
fata de politica de forta a Rusiei  de amenintarile pe care aceasta le profera 
privind unele posibile noi anexiuni  vflarile Puteri au impus  astfel  reluarea 
negocierilor de pace  pentru o mai clara jelimitare a compensatiilor  ce le 
reveneau  in numele apararii  echilibrului de orte european. in 1878 au avut 
loc noi tratative de pace  in cadrul Congresului ie la Berlin prezidat de 
cancelarul german Otto von Bismarck. Romania nu a fost acceptata nici de 
aceasta data ca parte la discutii. Dupa indelungate si repetate cereri  
reprezentantii sai  Mihail Kogalniceanu si Ion C. Bratianu  au expus joleantele 
tarii noastre  fiind doar auziti   nu si ascultati . Ei au pledat pentru 
ecunoasterea independentei si integritatii nationale  garantarea neutralitatii 
tarii  acordarea unor indemnizatii pentru efortu! de razboi. Cu toate ca s-a 
apreciat de Datre unii diplomati participanti efortul armatei romane si 
daruirea reprezentantilor romani  hotararile Congresului s-au inscris in 
acelasi cadru politic in care Marile Puteri decideau pe seama statelor mici. 
Astfel  Bosnia si Hertegovina au trecut sub administratia Austro-Ungariei  
Bulgaria a fost redusa teritorial la spatiul dintre Dunare si Muntii Balcani s\ 
pusa sub suzeranitatea Portii  iar la sud de Muntii Balcani s-a constituit 
Rumelia Orientala. Rusia ocupa Kara  Ardahan  Batum. Anglia prelua insula 
Cipru. S-a prevazut independenta Serbiei si Muntenegrului.
