U5:U19, Format to mil. time, then paste =IFERROR(AVERAGEIF($F$5:$F$17,"=1",$G$5:$G$17),"No Occurrence") in U5:U15, with the "=1" changing to the right value in the cells. Format the data ranges in numeric format without decimals. Not sure why you are summing the values in column T instead of just counting their occurrences, but that is up to you.
