Ops, I’m sorry I posted the file as a different post; I didn’t know
how to do it following the original! I definitely agree with you,
a .vbs operated centrally after end user signs off on his
data entry. Then if I understand, user will sign off by exporting part
of the Tracking sheet to a separate file, which will be saved in a
shared drive. This can be .cvs or .xls, it is the same for the user
and for me. Then .vbs will take all the submissions and update Access.
Am I right??

As you say, this is more a MySql thing, and that’s the plan. But it is
probably something that’s going to happen in one or two years… for
now, I’ll need to survive with Excel and Access!!

Ranges to import: Everything is coming from the Tracking sheet. Output
1 and Output 2 are linked to this Tracking sheet. I created this dummy
sheets to make it easier the import, but they are not really needed in
the master excel file. Output 1 is not large and won’t hurt if I keep
it in the master Excel, hidden. But Output 2, would be great if can be
created just when the user exports the data, and then removed. So we
have:
-       Output 1: Import all. Will be a hidden sheet.
-       Output 2: Ideally won’t exist. The macro will create it with
Tracking!C45:AB94 plus Tracking!$H$5, Tracking!$D$6, Tracking!$D$4 and
Tracking!$D$5 (Region, Country/Industry, Engagement ID, Client/
Engagement) as identifiers by line.

Remember that one of the complex things on this is that each user will
have 24 rolling months, on the top. For sure they won’t match between
files. The first month in one file might be December 2009, in another
file July 2009, and in another file February 2010. All the files will
have April 2010, but not in the same column number. So when importing
we will need to figure out which month are we importing, to place it
in the right field table?? Sounds too complex for me... I am GLAD that
you are helping me, and I appreciate it.
