TBH it sounds like a bug. You've done a lot of testing and narrowed down a set of conditions that tickles this particular issue. i.e. Wayland / Chrome / Flatpak Evolution. It's not an edge case as this seems like it could be a fairly common combination. Presumably your first port of call should be to file a bug in your distro bug tracker in case there are distro specific issues and to allow them to verify the issue.
