I removed Evolution and then readded it. Then I ran Chrome from the Terminal and attempted the school mail to link. Here is the output from terminal:

Mine says "org.gnome.Evolution.desktop". That is, as far as I know, how Chrome handles Mailto: links. Does chrome give any error messages or do something else when you try a mailto: link? BTW, there's lots of things on the web about chrome being difficult about mailto: links if it is in an iframe or or it's an image or whatever.
