I removed Evolution and then readded it. Then I ran Chrome from the
Terminal and attempted the school mail to link. Here is the output from
terminal:

gpg-agent[6]: directory '/home/michael/.gnupg' created
gpg-agent[6]: directory '/home/michael/.gnupg/private-keys-v1.d'
created
gpg-agent: a gpg-agent is already running - not starting a new one
Gtk-Message: 09:12:24.466: Failed to load module "appmenu-gtk-module"
Failed to initialize gtk+: Cannot open display:

When changing default mail to literally anything else MailTo works,
Evolution gives me this error every time.

Sorry about the delay; The output from xdg-mime query default 'x-
scheme-handler/mailto' is "org.gnome.Evolution.desktop" but when I
click on that MailTo link it just sits there and does nothing.  Very
strange that it popped up out of the blue but I am going to try a few
more things today.

What does

   xdg-mime query default 'x-scheme-handler/mailto'

say?  It should point to the desktop file that is used to start your
copy of Evolution.  Mine says "org.gnome.Evolution.desktop".  That is,
as far as I know, how Chrome handles Mailto: links.

Does chrome give any error messages or do something else when you try a
mailto: link?

BTW, there's lots of things on the web about chrome being difficult
about mailto: links if it is in an iframe or or it's an image or
whatever. Try a different link, such as this w3schools one:
