Ermm, so? All are projects also available for non-Linux platforms (Microsoft Windows etc) which do not have software centers / app stores included. Evolution is Linux/Unix only (Evolution's builds for Microsoft Windows are ancient unmaintained non-working). Evolution HAS had a download page for years at http://projects.gnome.org/evolution/download.shtml and it clearly tells you how to get Evolution. Again: I don't care about every single distribution out there deliberately trying to make things harder for its users. Bring it up to your distro if your distro wants to be different.
