That's when Ubuntu 13.04 goes EOL. I don't think that refers to evolution specifically. Ubuntu 13.10 will be based on GNOME 3.8, so software based on GNOME 3.4 will not get any updates from Ubuntu after 13.04 is EOL, including evolution 3.6.x.
