To answer the questions

1) There's no definition of "qualified".  That's up to each individual
jurisdiction to determine.


2) Receptacles, like NEMA 14-50, are included because there's a new
requirement they be listed for EV charging (you'll pay extra for a green
sticker more or less).  Repurposing a receptacle used for something else is
a gray area, not well defined.

3) There's no training, like EVITP, that's recognized and available.

The irony is it's easier for a DIY'er to correctly hard wire, than to
wrangle an NEMA 14-50 outlet into a box.  This new provision could result
in less safety, and more cost.
