It's my understanding that most of the EVSE level 2 charges come with a NEMA plug, as opposed to being wired in a j-box. Does the new code not allow a homeowner to plug in an EVSE to an existing 240V outlet ? Is the homeowner allowed to obtain an electrical permit to run power to a 240V outlet, regardless of the ultimate use of that outlet ?

I find it hard to believe that the code would prevent that. I presume the code allows home owners to plug in electric ranges and dryers.

Like probably several other people on this list I installed my own EV
charger at my home, in this case in Berkeley California.

For work I inspect homes and apartments, so I am wary of bad
electrical work, but I find that from pros as well as DIYers. In my
area any homeowner can pull an express permit for EVSE install, and
get a professional inspection of the work, which seems a good balance.

But that could change.  The new code will essentially block permit
offices from accepting permit requests by anyone not "qualified".  And
it's up for vote on June 19th 2025 in Las Vegas.


NEC DRAFT 625.4  Qualified Persons.
Permanently installed electric vehicle power transfer system equipment
shall be installed by qualified persons.

Informational Note: See NECA 413-2024, Standard for Installing and
Maintaining Electric Vehicle Supply Equipment (EVSE), or other ANSI
approved installation standards.

Committee Statement: This requirement was added to ensure that only
qualified persons install permanently installed EVSE. The
informational note was added for reference.
