That's an interesting concept.  The argument in favor of it is certainly valid 
in some situation.  I don't drive an EV so not an issue for me.  Would I get 
one for my wife if (when) we end up with an EV for her?  Likely not because in 
her case she just does not drive enough to require charging anywhere except at 
home.
