We went through the same thing with our 2019 Bolt.  Like you, we ignored
the invite but did set the car to "Hilltop Reserve" as recommendedand
parked it outside (garage was full) which would have been set by the
dealer anyway.
A while later, they said they had the new pack and we brought it in for the
servicing.  Two days later, we picked it up.  No problems since.  New
Pack.  New Warranty.  What's not to like?  Oh and the car did not catch fire.
