The most cost effective solution would be to buy an ebike for ~$1000
though I recognize that that is not on the table. It looks like minimum
conversion cost is ~$400 for parts.
"PAS" is "pedal assist" which means the rider must pedal to get electric
assist. Most ebikes sold in the US have both PAS and throttle control
though I believe it is not legal to have throttle control in Europe and
probably other places. I did not see PAS mentioned in the example above.
A few years ago, I thought fat tires were silly and inefficient. After
trying fat tires I've changed my mind. The rolling resistance penalty
seems small especially on an ebike. Safety and comfort while riding on
rough and loose surfaces, sand for instance, is much improved.
