[EVDL] Bicycle motors

A friend is looking for a front wheel bicycle motor kit. He wants to be 
able to use the motor, pedal without motor if he needs exercise or pedal 
and use motor together. He does not want one that rubs on the tire, the 
old ZAP style. He has a bicycle he wants to modify, does not want one 
off the shelf and ready to go, which I suggested. Recommendations please.
