Jay,
It has been more than 12 years since my company was the Northern California sales rep for Henkel Loctite's thermal management products. Back then, Loctite wasn't very distributor savvy and although they now have all the major electronic catalog distributors, they apparently don't know how to use them to sell all of their products. I would suggest you ask their customer service how you can quickly obtain a sample of their Silverstrate product (aka ECF 1000, aka Silverstrate 1000). Be sure to tell them you are part of a large group of people who are involved in the electric vehicle industry and that you are looking for a good electrically conductive thermal interface product to recommend to your group.

Paul & Al, thanks for the recommendations,

DigiKey part number 473-1121-ND - GREASE CARBON ELEC CONDUCT 2.8OZ is my current choice, because it says it's conductive, and I can order it today.

I believe that "LOCTITE Silverstrate" is the electrically conductive phase change material that most closely matches my need, but the henkel website just says
"contact customer service for ordering information"
http://www.henkel-adhesives.com/product-search-1554.htm?nodeid=8799553814529

And digikey and mouser didn't have any "silverstrate" in stock. Can you recommend a source where I can order a small quantity? I get the impression this might be something used by larger assembly houses and difficult for a hobbyist to source. (at least, in $25 quantities...)

Henkel - LocTite phase change materials are better than grease.

suggestions for stabilization/potting I'm interested in hearing options.
