It took a while, but I got a link to the "final" spec from NHTSA.

I also downloaded a copy of it, which I could post to the EVDL, but I'm not sure where. Bruce P, do you have a suggestion?

I also responded to the person in "Office of Crash Avoidance Stds.", who was nice enough to send me the response and link. Here's what I said:

Thanks, Mike.

Yes this will be helpful. I am concerned for the safety of the blind and for others who may depend on hearing to be alerted to oncoming vehicles. I am also concerned for the livability of our civilization. It will take me some time to understand this lengthy document. I am hoping that due consideration was taken for both side.

I made a brief pass through the document. It appears that there was substantial research of noise levels for existing ICE vehicles. What I didn't see was a study on how much and what type of sound(s) are necessary to alert the subject persons. In order to ensure we don't aggravate our livability, we need to look at what works best for the future, not simply what has worked in the past.

Nor did I see anything on the shape of the sound. For example, a 1kHz signal, 50% on, with no attenuation between on and off is nerve wracking even at 30 or so db. The same signal attenuated with a sine wave is less obnoxious but still noticeable.

In particular, if these two subject areas are covered in the regulation, I would be helpful if you could point them out to me.
