The article is promoting a battery charger that attempts to measures lead 
battery capacity and (he says) then suggests how the battery might still be 
used.  It's actually an advertisement for the Jameco kit based on his idea.

I think that for EVers, the more important parts of the article are twofold:

1. "many of the imported batteries show up in what we call 'backyard 
[recycling] operations,' where people melt them to get at the metal ...we're 
one of the smallest countries cited for mass lead poisoning ..."

This has been discussed a few times before here on the EVDL.  It's a problem 
not just in Carribean nations.  The US and Europe are justifiably proud of 
their almost-100% lead battery recycling, but if the batteries are then sent 
to third world countries for the actual mechanics of recycling because it's 
cheaper there, they're not always treated in a safe and environmentally 
responsible manner.  (And that's putting it nicely.)

2. "The problem is compounded in the Caribbean. Batteries don't last nearly 
as long in tropical environments. For every additional 8.4 degrees Celsius, 
we lose half the battery lifetime ... too often we are often importing near 
dead batteries, and they die even faster once they arrive here."

Maybe hot-climate countries need a more fundamental change in how they use 
batteries and/or what types of batteries they use, not just another way to 
test the batteries.  Whether that's practical to implement is another 
question, though.  People and (especially) business hate change, and they 
always despise being asked to spend money for the sake of others' safety.  
Heck, they often refuse to spend anything even for their OWN health.
