To some, the wording:
electric vehicle charging station (EVCS)
 is misleading as the majority of level-2 (L2) electrical hardware being
used only provides electricity, and the actual battery pack charging is
performed by the vehicle's on-board charger.

So, most plugin drivers in the U.S. use the abreveation EVSE (Electric
Vehicle Supply Equipment) and to the non-plugin (layman) public they refer
to them as chargers.

There are many guides existance. From the installation-of, their use and
etiquette, to a list of EVSE hardware for purchase, and the EVSE networks
they work with (rfid card access, enables the EVSE hardware to allow the
flow of electricity to the vehicle).

To answer either question, it would be best to know where you are, as that
affects the answer. Typically in the U.S. L2 has the j1772 connector. But in
Europe and in Asia, L2 can and use different connectors to provide the same
power levels, but not necessarily two-phase 208 to 240VAC as in the U.S.,
but as three-phase AC power. I will assume you are in the U.S.
