In my many years of doing electrical work and installing a wide variety of electrical equipment, I have run into this issue numerous times. Due to the vigilant marketing by UL labs, most electrical inspectors are usually looking for that label. However, I have had reasonable success in getting them to accept CE an ETL once I bring up the point that they are recognized alternatives to UL. Education is the key, of course.
