Not to throw fuel on the previous EV vendors' guised-sniping on the evdl,
but to try to let the layman understand the whats and whys of a safety
certification. *Please keep flaming off line*

In my EV news searches, I see a lot of self promotion items. Here is one for
a 4.5kW EVSE

 it mentions the product is 
- Safety listed by ETL

I know UL, but what is ETL? 
The abrevation was linked to 
http://www.intertek.com/marks/etl/
 ... The ETL Listed Mark is proof that your product has been independently
tested and meets the applicable published standard ...

A search on ETL vs UL gave

So, which safety certification is accepted by city governments, insurance
companies, and the like that plugin drivers will need to ensure they have on
their plugin equipment so that all is covered?

i.e.: 
-If there is a fire, and the insurance sez the above EVSE is not UL
approved, would its ETL mark be enough in a court of law to get them to pay
off/back down?

-Would a city government have a hissy-fit/disapprove of an outside EVSE if
it was not UL approved but did have a different safety certification?

I request some straight-talk (without flames) on this, so the EV noob/layman
can understand what to look for, and the chances they are taking without a
safety certification mark on the product they buy/use.
