That device is called wire cutter.
Serious - EVSE are only smart if they are connected to the internet,
so cut the wire (or the antenna if they use a wireless data unit)
and they cannot phone home.
Unfortunately, some will stop working when not online, in particular
those networked units that need to validate pay cards and such.
That is why I advocate for anyone to install a "dumb" EVSE, even if that
may cost them $500 more for the hardware, but they avoid the hassle for
everyone to deal with the smarts, such as carrying the right type of
card and making sure that you are able to pay and whatever else the
network
comes up with in order to regulate the charging, versus simply plugging
in.
If every parking stall has one dumb outlet, then nobody cares how long
you are plugged in, only how long you park in the stall. It is the
scarcity of the expensive/smart/networked EVSE that causes people to
fight over how long you can plug in.

Tinfoil hat time again.

I guess this is fine for those who want it.  But as we're seeing with 
increasing regularity - such as the case of the parent who heard a 
stranger's voice coming out of the baby monitor in her kid's nursery -
it's 
not as easy at it looks to secure these "smart" devices.  

A smart EVSE adds convenience.  Great.  What does it subtract from your 
privacy?  How do you know for sure?  

When it comes to EV charging, just give me an ordinary 240v receptacle
and 
I'll be fine, thanks.  A circuit breaker is all the "smarts" I need.  

In fact, I kind of wish someone would develop an interface that does the

exact opposite of this -- makes a smart EVSE dumb.
