Much depends on what you mean by "keep up with traffic."  If you want low 
energy consumption, an ebike, not a motorcycle, is the way to go.  Even an 
indifferently optimized ebike can usually manage 20 Wh/mi.  With some 
pedaling, you can often cut that in half.  

Of course, the traffic it can keep up with tends to be two-wheeled and pedal-
fitted.
