Probably there's complex answers, but briefly:
a) enable 'autoconfig':

and set scopes of extensions so the 'system' ones get activated by default:
pref("extensions.autoDisableScopes", 8);
pref("extensions.enabledScopes", 7);
b) copy extensions (unpacked or not, do some tests) on:
"%ProgramFiles32%\Mozilla Firefox\browser\extensions\"
