Sorry, my typo! 52.1.1 32-bit ESR is the version I am on. I have also changed 
the subject (sorry). 

Thanks for the pointer. I will try to give mozregression a shake soon to see 
when we lost this. 

A little more info on the issue: 
The file is being accessed through a file:// link on the local intranet 
network. The file is plain readable text, but actually is a type of CAD file 
that needs to be handled by a specific program. 
Creating a simple html file on my desktop with [a 
href="file://///Server/share/path/to/file.stp"] file.stp [/a] in it will 
display the text in the browser on 52.1.1 ESR but will appropriately handle it 
(based on the 'Applications' preference) in 45.9 ESR. 
Using a brand new profile in 52.1 will not even ask how to handle the file, it 
will just open it directly in the browser and display the text.
