Verified that MIME type added locally in FF 45.9 ESR to handle ".stp" files works. Firefox performs the action specified by the user in the "Applications" menu.
After Upgrade to 51.1 ESR the MIME type addition no longer works. The file type is still in the "Applications" list (and mimeTypes.rdf file) for the particular file type in question, but it is displayed in a new browser tab as plain text. Rolling same system back to 45.9 ESR brings back the proper handling.
