NPAPI plugins and XUL addons have each been on notice for over a year.
Mozilla first announced deprecation for plugins in October 2015[1] and
for XUL addons in August 2015[2]. Developers have had plenty of time to
fix their software to not require plugins.
At the time of that announcements it was for many add-ons not yet
possible to port them to WebExtensions. Even today that API is still
lacking many functions.
As a result nobody knows which add-ons will ever be ported, and which not.
Switching to ESR provides a few months more time for Mozilla to provide
more functions, and for authors of add-ons to port them.
