OK, following tested in Windows 7 with FF45.3esr: Putting the SearchProvider XML-Files into C:\Program Files (x86)\Mozilla Firefox\distribution\searchplugins\common works ONLY in case you delete the User-Profile. I traced it with ProcessMonitor - the XML Files are only accessed (read) when a new User-Profile is created (First-start of Firefox after Deleting UserProfile). Therefore this is not a suitable solution for me: 1) I don't want to delete our users Profiles 2) you can only add SearchProviders by adding theses XML-Files and not remove the unwanted ones.
