You can't do this via preferences.

If you use AutoConfig, include Services.jsm and add this line:

Services.io.getProtocolHandler("resource").QueryInterface(Components.interfaces.nsIResProtocolHandler)

.setSubstitution("search-plugins", null);

If you don't add search engines via some other way (distribution, API)
things will look weird.
