Gpg4Win 3.1.12 is installed, which should also include GPGME.

Great, but how do I do that on Windows? What does "GPGME" even mean
here, and what exactly is Thunderbird looking for? Is it an .exe file,
or a DLL?
Also, what is the 'system library search path' on Windows? Is it the
same as the $PATH environment variable?
GPGME is a library provided by the GnuPG maintainers, to access GnuPG
using a library level API.
IIUC common GnuPG distributions for Windows and macOS (at least newer
versions) contain this library.
If configured to be allowed, Thunderbird will attempt to load the GPGME
library.
The pref mail.openpgp.allow_external_gnupg is set to true. But I'm
afraid TB doesn't even attempt to load the library, or doesn't find it.
The rnp.dll library is successfully loaded though.
On success you should see a message in the Thunderbird error console
that's similar to this one: "Successfully loaded optional OpenPGP
library libgpgme.so". Filter the output in the error console with gpgme
to find it more easily.
There is no occurrence of 'gpgme' at all in the TB error console on Windows.
So I guess I don't even get to the point where it may crash. This is
what puzzles me.
TB68/Enigmail works just fine with the Gpg4Win installation.
