Great, but how do I do that on Windows? What does "GPGME" even mean here, and what exactly is Thunderbird looking for? Is it an .exe file, or a DLL? Also, what is the 'system library search path' on Windows? Is it the same as the $PATH environment variable?

GPGME is a library provided by the GnuPG maintainers, to access GnuPG using a library level API.

IIUC common GnuPG distributions for Windows and macOS (at least newer versions) contain this library.

If configured to be allowed, Thunderbird will attempt to load the GPGME library.

On success you should see a message in the Thunderbird error console that's similar to this one: "Successfully loaded optional OpenPGP library libgpgme.so". Filter the output in the error console with gpgme to find it more easily.

Even if you get the above working, there are still bugs on Windows, at least this one: https://bugzilla.mozilla.org/show_bug.cgi?id=1660253

I didn't have time yet to debug that, please allow more time. Help to debug this would be appreciated.
