So I did a little search in email archives, found svsttp6_6.bit firmware
file that was prepared by Peter few years ago (I built a machine that is
still using it), copied it to /lib/firmware/hm2/5i23 folder and changed the
firmware file name in INI file.
I remember that firmware was for 7i43, wasn't it?

7I43 firmware would not load on a 5I23 (the firmware loader
would complain about wrong FPGA type), so it must have been done
for a card with the right FPGA.
If its was for another card with the same FPGA, the bitfile might
load but either the interface would not work or the card name would
not match. In either case, the hostmot2 driver would abort.
