No, Richard, it is a *light dimmer*.  Basically suited
to incandescent bulbs.  You might be able to use it
for speed control of a universal motor like a wood
router, but it would not make the basis of a DC
power supply.

Get a real power supply with a transformer, rectifier, 
and capacitor.
