Yes, you could do as you said. Then you would need to tie +5VDC to pins 16, 13, and 4, and ground to pin 8. BUT, there is a more efficient way. If you use only 2 of the gates, it would be better to use gates A and C (or B and D). If you were to use gate A and C, you could tie +5 VDC to pins 16 and 4. This would prevent B and D from trying to drive their outputs, and eliminates some possible noise and power problems in the chip.
The differential output is a way to double noise margins and increase speed while still using 5 volt logic. In the case of a MPG, it makes the signal on the cable from the MPG to the I/O more stable and noise free.
