That's only true if you want to run actual hardware with it.  You can 
use simulator builds and configs on most anything.

I haven't tried building on 9.10 (which won't be released for a couple 
of months ...), but I have successfully built on 9.04.  There are a 
couple of packages that have to be installed, in addition to the list of 
packages in the debian control file (look in debian/ in your source 
checkout).  I don't have the list, but there are only a couple, so it's 
not too painful to try the ./configure / install whatever missing 
package causes an error / repeat process.
