You know what they say about "assuming".. :)
I think to figure out a problem like this, you really should try to 
understand how things work (or are supposed to work).

Nothing stops you from doing that in emc2 too.
It has been suggested in a different thread, that using a limit component 
will do just that.
Further, in emc-2.3 there is an input called at-speed which will tell emc2 
to wait (in certain cases) until the commanded speed has been reached before 
it moves on.
