You may be able to get away with a low count spindle encoder. Similar
to:

12 slots or holes would give 48 counts per rev. At 3000 RPM or 50 RPS =
2.4k counts per second or 1.2kHz on each of two inputs (please double
check). A parport should be able to handle this. I believe the above
example uses 90 holes (9kHz), and the parport.
