An external fire is outside of the scope or the standard. The title of the clause is protection from the spread of fire. The intent of the clause is for the device to not be the source of the fire and to contain any fire which may start internally.

Stated reason, as I recall, was to not provide any additional fuel for a fire, even an external fire. I also had a similar experience as Jim Bacher reports, where different shrinkage rates meant a new injection mold if changing from an HB to a V-rated material.
