They are let-bound to nil initially. The cond form should bind them to whatever is appropriate, but that doesn't seem to be happening as the call to narrow-region still sees them as "nil". What output was produced by message? Could you supply an example document and how to trigger the bug from 'xemacs -q -vanilla --eval '(add-to-list '"'"'load-path "./lisp")' -l org'?
