Did you try putting the following inside .emacs?

(require 'org-capture)

The following worked for me.

emacs -Q --eval "(add-to-list 'load-path \"/path/to/org-mode/lisp\")"
--eval "(require 'org-capture)"

M-x customize-apropos
org-capture
