I am confused.
What should that macro do? How is it different from
`org-test-ignore-duplicate' macro?

Something like

(defmacro should-ignore-dup(&rest body)
    (org-test-ignore-duplicate (should ,@body)))

So that we could write:

(should-ignore-dup (search-forward-regexp "^Hello!"))
...
(should-ignore-dup (search-forward-regexp "^Hello!"))

IMHO it be more compact than

(org-test-ignore-duplicate
    (should (search-forward-regexp "^Hello!")))
...
(org-test-ignore-duplicate
    (should (search-forward-regexp "^Hello!")))

And the same for should-not and should-error?
I feel that it will be an over-engineering.
We have only 5 instances of org-test-ignore-duplicate in our tests,
so it is not like the need is common enough to warrant extra syntax
sugar on top.
