It's a base for discussion (hence the 'Towards' in the Subject).
I have initially in ox-latex, because it's where I need it and have it
under control. We can make it available to all backends, just by moving
it to `org-export-options-alist' in ox.el.

I am a bit confused.
We discussed adding multiple languages across all the export backends
(into ox.el). You are proposing to add the extra languages just to
ox-latex.
I am fine with adding it just to ox-latex, but then #+OTHER_LANGUAGES
feels not right. What about #+LATEX_OTHER_LANGUAGES? I personally, think
that we should just introduce global OTHER_LANGUAGES keyword in ox.el
for all the backends.
