Maybe. Although it is documented:
If you set this variable through customize, it will immediately be effective
in new buffers and in modified lines.
If you set it with Lisp, a restart of Emacs is required to activate the
changes.
The reasons are technical and one may create a patch to alter the
existing approach, but it is how it is for now.
Faces do work similarly in terms of how they are defined. Technicalities
about when to set the variable is a different story.
