Anchor in ox-html export is <a> tag - link to somewhere; not necessarily
inside HTML document. See

If you are asking about `org-html--anchor', it is used only for internal
links, AFAIK.

Nope. That option should probably be obsoleted.
It was first introduced to handle ePub export:

And we later switched from historical defaults to be compatible with
HTML5:

because non-nil value of `org-html-allow-name-attribute-in-anchors' is
basically introducing an obsolete (in HTML5) <a> tag parameter.
That was 11 years ago...
