Some users may consider a broken link as a fatal error. If you need

From the manual it is not clear for me how to set that option.
In-buffer is not an option for me. I tried to set it like this
(setq org-publish-project-alist
[...]
("org" :components ("org-notes" "org-static")
:broken-links "mark"
See info "(org) Publishing options"
https://orgmode.org/manual/Publishing-options.html
:with-broken-links mark
But this has no effect.
I also tried to "(setq org-export-with_broken-links t)". But the
message keeps the same.
You have a typo in the variable name. Try completion when entering
variable to minimize a chance of mistake:
M-x customize-variable RET org-export-with-broken-links RET
You may have a look into ox.el in particular at
`org-export-options-alist' that defines relations between options,
export options, and global variables.
