When I edit a timestamp using c-c , or similar, I find that there is no minibuffer history, so the arrow keys do not seem to do anything useful. Perhaps they are useful for some other purpose?
Therefore the arrow keys seem free, for at least some users. At the same time, shift-arrow keys work to edit the minibuffer overlay feedback date, but they do so in a different way from timestamp editing in the outline buffer (up and right arrows mean earlier). They are intuitive for editing the calendar. At least for me, this would work best: arrow keys navigate the calendar, while shift arrow keys change the minibuffer. Then shift arrows would work for the minibuffer as they do in the outline buffer, and arrows would work as expected in the calendar. Has this been considered before?
