Could you provide an ECM? As I could not get an ECM, I tried deleting the generated .el files and restarted emacs. They were then correctly generated, without the COMMENTed sections. I'm going to try to understand how this could have happened in the first place, but I cannot reproduce it right now. So everything is working as expected.
