This does not work because LaTeX blocks are inserted *after* the \begin{document} line. You need to put this all in the preamble which you can achieve using Tom's suggestion (define a new LaTeX class for org) and/or using #+latex_header: lines. I have a combination of these for articles for Springer books/journals.
