I checked the interior of my K3 with the new KPA3A 100 watt PA module installed. There is an L-shaped hold-down bracket on the rear edge of the KPA3A board, which is secured to the rear fan panel with a single screw (not visible from the top opening of the case). It matches the dimensions of the bracket you found.
I believe its function is to keep the two connecting pin headers fully inserted, especially after shipping/travel. However, I can't find mention of it in the KPA3A installation manual, nor is there an errata sheet for that manual on the Elecraft web site. I can't recall if the installation manual that came with my KPA3A module also had a paper note regarding that bracket.
