On the Republic day, Ekushey <http://ekushey.org/> released Inscript Bangla keyboard layout's script for web usages for Indian users. This is a JavaScript based Typing solution allows you to type on any text area of your web page. The script is free and distributed under LGPL license. So you are allowed to modify that according to your needs. The current release is for Bangla only, but you can modify that for your language and make some use of that.
